    The city hopes to build a new fire hall on a plot of land west of the Chippewa County-Monte­video Hospital, north of Brookside Senior Living. A road will need to be built, allowing the fire department quick access to Benson Road/Highway 29, and Eleventh Street, in order to quickly head south into Montevideo, and to Highway 7 to head east and west, and to head north.
    In 2014, the city intends to build an avenue from Eleventh Street to the fire hall, using an easement north of the United Methodist Church. The question is whether, in 2015, to build the road straight across to Benson Road, or curve a ways north before continuing to Benson Road. The answer may be contingent on whether or not Brookside Senior Living goes through with expansion plans north of their current building, which a road would need to go around.
    Regardless of which plan the city ultimately moves forward with, there are other questions to be considered, namely who benefits from the road and who should pay for it?
    Staff asked the council to consider if the road should be paid as part of the fire hall project, or if some of the cost should be assessed to property owners nearby. If the road needs to be altered, the city will need to decide who benefits from it, and should pay for future assessments. There is also the possibility that future tax increment financing (TIF) could pay for the project.
